In reply to your letter of the 31st Ultimo, by the Commissioners of their Majesty's Treasury, I am to acquaint you, for the information of Major Hanley, "that the object which my Lords had in view in making the remarks which they directed to be made on the estimates for the execution of Public Works in the Colony of Hong Kong was to point out that the expenditure was excessive.
In this respect, as in other Estimates, my Lords are guided by the practice followed in other dependencies of the Crown. A power is reserved to the Commander of the Forces to sanction certain expenditure.
